Unable to reach a compromise with ERCOT on inverter-based resource ride-through requirements after months of negotiations, stakeholders have managed to push through a potential rule change over the grid operator’s objections.

NERC found that the bulk power system was generally reliable and resilient in 2022, but forced outages among coal and natural gas plants hit their highest level in the decade.

Most regions of the North American grid remain at elevated risk of supply shortfalls this summer, NERC said in its 2023 Summer Reliability Assessment.

NERC called on owners of Bulk Electric System-connected solar generation assets to step up and take action aimed at preventing “systemic performance issues.”
