Notification, Startup Rules to Take Effect Sept. 26
Generator start and notification rules will be implemented in eMKT beginning Sept. 26, PJM told the Market Implementation Committee last week.

Dominion Virginia Power’s new Pleasant View-Goose Creek 500 kV line will be designated as line number 595.
Manual Changes Approved by Operating Committee on June 4, 2013
The PJM Operating Committee Tuesday approved changes to manuals 14 and 36. The changes go next to the Markets and Reliability Committee for final approval.

The PJM Planning Committee Thursday approved changes to Manual 19: Load Forecasting and Analysis. The changes go next to the MRC.
NERC Urges Planners to Incorporate Gas Risk
NERC urged electric industry planners to begin incorporating the risk of natural gas supply interruptions in their reliability and resource assessments.
FERC Orders Rules on Geomagnetic Disturbances
FERC Said that the electric transmission system needs more protections against geomagnetic disturbances like the 1989 solar storm that caused the collapse of the Hydro-Quebec grid.
Tx Planning Standard OK’d on Second Try
FERC approved a revised transmission planning reliability standard (TPL-001-4) it had previously rejected as “vague and unenforceable.”
