The RTO said it has received signed Phase 2 funding agreements from eight interested participants in its proposed day-ahead service offering — including the Bonneville Power Administration.
Financial backers of Phase 2 of SPP’s Markets+ have until Feb. 14 to submit executed funding agreements, the RTO said.
El Paso Electric says it will join SPP’s regional day-ahead Markets+ service offering in a “strategic move … tailored” to meet expected customer load growth and evolving needs.
Powerex says it will fund the next phase of SPP’s Markets+ and “re-affirmed” its commitment to joining the Western real-time and day-ahead offering.
SPP reached a key milepost in its Western efforts when FERC conditionally approved its tariff for Markets+, a highly anticipated decision likely to ramp up the competition with CAISO’s Extended Day-Ahead Market.
An SPP executive closely involved with developing Markets+ said recent Brattle Group studies on Western day-ahead markets appear to be aimed more at swaying utilities in favor of CAISO’s EDAM than providing an unbiased assessment.
SPP has added to its senior leadership team by naming Antoine Lucas as vice president of markets and David Kelley as vice president of engineering.
