Pennsylvania Gov. Josh Shapiro urged PJM Chair Mark Takahashi to “intervene with” RTO leadership to revise the design of the capacity market before conducting the 2026/27 BRA to avoid an “unacceptable” increase in capacity market prices.

MISO executives said the capacity market still needs fixing, warning that the surplus gained from last week’s auction is fleeting without long-term changes.

PJM capacity prices dropped in much of the RTO for delivery year 2024/25, but ratepayers in five regions will face increases due to locational constraints.
